WOW! That interesting. When we lived in Carmel, Indiana I wanted to put a concrete slab down for our camper. When checking with the city zoning (no home owners association at all ... none) they said we'd need a permit to pour the concrete, plans, variances, the whole mess, plus the cost of having it put it by a contractor.
But, we could put gravel on our own property anywhere, as long as it did not spill onto the neighbor's side. Needless to say, I used gravel, framed it it with 2x10x16 treated lumber so it would not come out of it's "box" and was a fairly happy camper for a long time.
That is so crazy how different locations have different rules!
(FYI, we ended up moving completely after living there for 10 years, and parking the camper on that gravel for 10 years, when the city zoning said we were in violation and had to move it! We moved it all right ... to a different county and we moved with it too!) House gone. Deal done! Happily every after now!
