Since you don't have a lot of water to waste I would find a metal rod long enough to hit the bottom of your and have a 3 to 4 feet at the top. Bent an L at the bottom of the rod and another at the top. Now spin the rod around and see if you can break up the pile. If you can add enough water so you can see it move around the pile, this will help move what you break off the pile away.
If you had access to water under pressure, I would get a toilet wand that spins. This will help break the pile and anything else up.
Also If you have females and children around you may want to talk to them about using less toilet paper. Also make sure you are using the type that is safe for septic tanks.
And always make sure the the tank is 3/4 or more full before you dump. Then add enough water to tank so the bottom is wet.
