Sorry if my answer is redundant but I didn't read all the other replies. I have the very same problem because the pipe from the toilet to the tank is at a 45 degree angle. So paper and "whatnot" gets stuck in the pipe. The tank gauge shows 1/3 full but you can see stuff when you open the toilet flusher thingy. ANYWAY here's what we did...Take a length of hose and round off the diagonally cut end. Cram it in there DON'T TURN ON THE WATER UNLESS YOU WANT A FACE FULL OF ICK! Keep plunging that hose until the stuff in the pipe loosens up and everything falls into the tank. This can be helped by first dropping in some digester and as much water as possible. Let it sit awhile then use the hose. We had success with this method and decided right then and there, no more paper in the toi-toi...its just a bad design and no amount of dissolving paper will solve the bad engineering. We never even had to turn the water on when we used this method successfully.
