Currently paying 9 cents per kilowatt. Running everything on a 40 foot bus including two heatpumps, fridge/freezer, TVs, computers... you name it, we're running it... works out to about $60 per month in Western Washington State. It was 28 degrees last night and a high of 54 is expected. As you know, when it gets much below the upper 30s, the propane furnace kicks in so the cold being experienced in the rest of the country shouldn't change those numbers much.
As for your question about moving to avoid metered electric, it certainly wouldn't take much moving to cost more than $60 per month. Also, monthly rent rates (usually where the metered electric happens) is considerably less than daily rates.
By the way... I see you're in TX where the air conditioning may be the real juice eater. I can tell you that, last year in Southern California when the temps were hitting 100, the AC ran 24/7 and I don't recall the bill ever being over $80 or $90.
