The reasons why your dealer told you that you shouldn't travel with water could be any number of reasons:
1) The sway (it's very very insignificant)
2) The gas mileage for carrying those extra pounds around (also very insignificant)
3) The dealer didn't have any experience. Most likely!

X2 on the "Water Thief". Be sure to carry one because many times the water outlet is not threaded and you'll need this adapter.

As to etiquette, just connect a hose or hoses and fill your rig. Pull the hose across the street if you need to.
As to towing with a full tank of water, you can if you want. We've done it before but prefer to tow with only a few gallons of water in the tank.
