If you have just filled the tank then there could be air in the water from the hose or just due to filling. Once that clears then just enough run time to clear the lines. The hot water could be longer due to the HW tank.
Assuming there is no faucet aerator and you continue to have air after a few minutes then that suggests a leak on the water line or pump - ie on the input or vacuum side.
