If you have children, JellyStone worked well for us in 2007. It's on the Canadian side. Lots to do at the campground and they do run a shuttle down to the Falls area.
I highly recommend staying on the Canadian side. The views are better and there's much more to do. We were there a week and never ran out of things to do and see. At the time our four children were aged 4-10.
