We have traveled in Baja (once) and down to Yucatan/Belize (three times) and the protocol there is not to throw toilet paper into the toilet but rather place it in a plastic bag lined trash bin. Almost all hotels below 4 Star in Latin America have the same protocol. In three months of travel in Guatemala/Honduras and then three months in Ecuador/Peru, we were in only one hotel that did not have a sign saying to not throw the paper in the toilet. One gets used to doing such and there are no problems with toilet paper such as Trackrig posited. It is no worse than having a pail for your kids'/grandkids' diapers.
