Not much one can do when someone runs a red light. And red light runners are everywhere these days. So I think the man is trying to tell us is to wait a few seconds after your light turns red before entering the intersection, in some cases that doesn't even work out. Also remember that stop signs, red lights and speed limit signs are only suggestions.
