You need to re-read your subject line.
I too agree with the comment the person made that in Driver's Ed I was taught to LOOK to insure it was safe before entering the intersection with the light changes.. Like the O/P i've seen folks blow red like it was still green
Plus of course as you know when the light turns red the first 3 cars at the intersection still have "Green" or so their drivers seem to think, thus you need to make sure the cross street traffic actually STOPS first.
(I have watched those 3 cars more times than I care to count)
Now, addressing the subject (Nothing says you have to GO on Red)
Hate to argue but under Michigan Vehicle Code, if you are in a "right lane must turn right" lane, and you come up to a red light, UNLESS there is a sign "NO TURN ON RED" if traffic on the cross street allows. you are indeed required to make the turn and go.... But
NO traffic in right lane of road you are turning onto
Right turn MUST TURN RIGHT lane
No prohibiting sign
Are all required before the officer can cite you for obstructing traffic.
Unless you are in one city (Well township technically) in which the officers make up laws as they write tickets, at least one does.. I've defeated him in court twice.. he'd really like to convict me but he keeps writing tickets for things that are NOT against the law, as it turns out.
