I believe most states require the first towed vehicle to be a fifth wheel.
Most consider a fifth wheel easier to tow.

The length is set by the state. It's usually about 65'. Some more, some less.

Triple towing is also decided by the state.

You may be limited to a truck camper and tow the pontoon.
That's not the end of the world. :)

Safety would depend on your tow vehicle and towing equipment.

People do it, but I can tell you a friend had a bad experience on the interstate with passing semis that caused sway he could not get out of and there was a bad wreck. Luckily him and his wife walked away from the accident.
