I would advise you to do some specific research on your own, as you have already, and will continue to, get bad information here.
Most states allow double tow. East and West coast states are the exception. Very few have a requirement that the first trailer be a 5er (although I wouldn't tandem tow with a bumper pull). Each state sets their own length limit, although in my experience, I have never seen nor heard 1st hand experience of it actually being enforced.
I have double towed for about 15 years now. With a lighter boat, and a properly set up hitch on the back of the trailer, you are unlikely to have problems.
A few photos of mine over the years. I still tandem tow my fishing boat, but we have moved on from the ATVs, and the new ski boat is too big to tow behind the 5er.
Top of "Ike" - Sport45Explorer III believe many of the engines today have hemispherical heads (combustion chambers). Only Chrysler still calls them "Hemi's" though...

When I got much over 55 MPH I could check the tires on the boat trailer on both sides. :)

Triple commercial truck/trailer rigs are allowed, but only on freeways.

I don't think it is legal to double tow in Al. I do know that it is legal in Ms. Tn. La. Ar. Tx. & most states west of the Ms river with Or. being the only one I know of that it is not legal and most require the first trailer to be a fifth wheel. Hope this helps.

I think 15 states permits a pickup with a 5th wheel and a trailer.. but the numbers make it over limit on length .. if your state permits this idea.
and remember the old tail,, the tail waging the dog... 2 flex points/hitches.
my truck and travel trailer (30 feet) is almost 55 feet.. and is longer then some semi-truck-trailers.
