Two ways to get the steps to come in with a modern KWIKEE system, 3 with the older ones.
Older one, Close door, turn of switch, open door, step out. close and lock door.
Newer ones: Close door (from outside) crawl under and disconnect wiring harness to controller or to motor, (hard to do since the steps are in the way but might be possible) or, find fuse that feeds it and pull fuse (way easier)
If you have an Intelletec Battery Control Center where you can access it from outside,, Suspect #1 or fuse location.
Option 3: What I did
I put a small toggle switch in the step well, it is hooked to the door switch.. I am not sure (so will tell you how to find out) but In think it is in parallel to the door leads.

Find the door leads
KEEP CLEAR OF THE STEPS
With the steps in cut ONE wire, if steps extend then connect the two wires back together (Steps should retract) add a 3rd lead to the connection (long enough to reach where the switch will be) solder and seal.
Then on the other switch lead bare a bit add a lead to the toggle, solder and seal. Job done.
Seal = tape with self sealing tape (Silicon) or coat with liquid sealant designed or this type o job... Or both.
Toggle open, steps work normally,, Toggle closed, Steps think door is closed.
If cutting the wire did NOT extend the steps..
Solder etension leads to the toggle to each of the cut halves, and seal as above
Toggle CLOSED: steps work normally, Toggle OPEN they remain retracted.
