The answer to your question about the 10 year rule is:
Many larger RV Resorts as (opposed to parks) in the Phoenix and Tucson have thousands of Snow Birders come from approx. Dec. through March. The intent of the 10 yr. rule is to keep out clunker beat up bad looking not maintained RV's. It is not a black and white rule. If your rig is over 10 yrs. old the staff will do an inspection of your rig. If it is reasonably maintained with no obvious signs of disrepair or damage, you will be allowed to register in the Resort.
To be safe, allows call in advance before going to the Resort/Park you would like stay at. Also ask about the min. length of an RV that is allowed to come into the park. At the Resort I stay in 15 miles east of Phoenix the min. length is 26', and yes I saw them refuse to allow a 24' new RV come into the park:(.
If you are planning on going to Ariz. for the winter, I would suggest you make your reservations as soon as possible. I make my reservations 1 yr. in advance.
