The best way - and any tire manufacturer will tell you this - is to weigh your RV and adjust PSI (cold) based on the charts from your manufacturer. If you do it to max, your tires heat up, gain Psi which will now exceed max psi. My tires increase psi anywhere from 10-20 psi while travelling (based on my TPMS).
The maximum on the sidewall is, of course, the maximum cold pressure. The tire manufacturer sets it knowing that the tire will heat up and the pressure increase when it's used, and so running at the max load and pressure is OK and within the design spec even though the hot pressure is higher than the cold pressure.
