The Statute of Liberty is on Liberty Island in New York Harbor and not accessible by any motor vehicle. You can get to Liberty Island by boat, and a ferry will take you there.
You must have a ticket, secured by reservation, to enter upon the grounds of the island, another ticket for a pedestal tour, and another for a crown tour. You would be very wise to do your research at www.nps.gov/stli before you embark on your trip.
Your best bet is to park your motorhome at a RV park and take public transportation into the city.
