When we visited, we didn't have an RV. We were staying with relatives near Trenton, NJ. We drove to the ferry terminal on the NJ side (can't remember the name but it had a massive railway terminal).
We took a ferry from there directly to Ellis Island, toured the old immigrant processing place, then went to the Statue. At the time, access to the top was off-limits, but it was an enjoyable visit, particularly for ex-pat Brits living in WA.
