If you popped open the T&P Relief Valve water should have run out of it
No water: 2 possibilities
1) You didn't OPEN the Cold water inlet valve& CLOSE the Bypass Valve
2) You did not open a faucet hotside long enough to allow water heater tank to fill and purge the air out
