What others have said. If your tank is dry (empty), it will continuously suck air, trying to prime itself. If it has water in it, it's leaking causing the pump to run, or there is a small leak sucking in some air.
I also had a full tank with NO leaks. My pump continuously ran without pumping water through a faucet(s). I discovered that I basically had a "vapor lock" and I needed to loosen either the intake or output connection (can't remember which one) at the pump itself. This allowed a tiny bit of water to escape and forced the air-lock out. The pump then worked nicely.
I remember I loosened those connections one at a time, while the water pump was running. Problem was solved. You might have to play around with it.
I just had this problem today. It is a vapor lock. The above does the trick.
