If he was referring to being plugged in to shore power, then it wouldn't matter if it were on a 12 volt system or not...At least that is how I read it....
My RV's thermostat is 12 volt dc, even when I'm on shore power... most WiFi thermostat are intended to run off 24 volt AC, like a home heating system uses. Some like the NEST can be powered by the heating system's AC, or a 5 volt USB connection.
