Well if he says it is just around the exterior then just have them clarify that in writing. Otherwise you should assume any ambiguity is in the landlords favor.
If the clause cannot be clarified in writing it is time to roll.
I honestly think the premises should be defined as just the pad and surrounding area as that is what you are renting. Still it can easily be clarified in writing.
