I'm a Ford tech but it's been a long time since I've worked on these, the dual tank units have added outlets. I do recall these having filters in them. There's no way these would be used as you say, there's just a few ounces in them. Passing conditions use the vacuum fuel pressure regulator, 30lbs at idle or cruise, dump the throttle, lose the vacuum, fuel pressure goes up to 40+ lbs. Your issue right now could be bad orings inside the lines along with the lack of proper clips or the wrong size tube connecting the lines.
