Been to the dump over a thousand times at hundreds of CGs & never seen anything like that.
We are fortunate in not being tied to the clock so we avoid the rush of the Sunday weekend warriors headed home. If departing on a Sunday we will wait till after checkout time (CGs don't care on a Sunday) & avoid the drama.
The dawdler at the dump is annoying, especially if there is a line. There is no need to rinse the tank repeatedly. There is no need to run gallons down the hose before putting it away. In many cases the whole process would be greatly speeded up, removing stress on all, if the DW would get out of the vehicle & HELP.
