Actually in some states it's a big deal. MI state trooper stopped one of our drivers "cooling a tire" on the side of the road. Told the driver he could write him up for public urination / exposure, which would get you on the sex offenders registry in MI for 25 years or he could write him up for littering. Driver asked for the littering ticket.
