I wouldn't get worked up over it but I'd certainly tell my wife "hey the douche bag next door is taking a leak on the oak tree on his lot".
He shouldn't of did that in the park and letting the office know he was urinating in public seems appropriate. I wouldn't bother talking with him because its not like you're going to convince him of anything.
