The same thing happened often when people are hiking, need to go, you stop and take care of the business you need to do. If someone comes around a bend and sees you, so what? You weren't doing it as an exhibitionist, just as the next door camper didn't seem to be either. As a former LEO (law enforcement) I wouldn't recommend that the OP or anyone else go out to "have words" with the person unless they are ready for a physical altercation to develop. Not a safe thing to do.
I have both a copy of the US Constitution and the Bill of Rights, which I try to read several times a year. Nowhere in either document, do I see, anything that protects a person from being offended by others. Lots of great rights, etc listed, but not being offended, is not one of them that I can see.
Every day I see and hear things that I consider to be offensive to my beliefs, both privately and from our government. If the guy being mentioned by the OP was exposing himself intentionally, then that is one matter. If he thought he was in private, then a different matter. Then you get into the subject of "peeping Tom" matters. To me, the intent of the action is what counts, not just what happened that offended me. Probably also tied somewhat to where a person was raised. I grew up on a ranch and often times the nearest "bathroom" could be miles away. If you needed to empty your bladder while working, you stepped off your horse, took care of your business and got back in the saddle, as did the other ranch hands. It was just a part of life.
I'm not sure what's more disturbing: that there are people loose in society that don't have better sense than to pee in public or that there are people who cannot differentiate between peeing in the woods and peeing in the middle of a developed campground.
