Also, there was a line marked on the ground at the end of the cones and I had to stop within 3' of it and could not go over.

Check out 12804.9 CA vehicle code and it does exist and is fully enforceable. Too bad 2 out of 3 DMV offices probably don't understand it. BTW it is required for gvwr over 15k of trailer and not the unladen weight!! While you are at it check out 25100 or 25300 requires 3 roadside triangles be carried in any single vehicle or combo when any vehicle/trailer is over 80" in width.
