As for avoidance of fees, what you might be referring to is many states impose a lodging tax, a bed tax or some similar taxes. Often times those are only imposed on stays less than 30 days. Also, some states will have a property tax assessed on permanent structures, with differing definitions. A park may wish to avoid those taxes by requiring that a rig not be set on blocks, or require no structures be connected to the RV. These are almost universally applicable only to long term stays.
