A lot of surprisingly good advice on this thread.
Anything that you are legally able to see, you are legally able to video record. Depending upon what state you are in, AUDIO recording someone without their consent/knowledge could be problematic.
But in terms of just having a video camera on your dash you should be 100% fine. If you are legally there and allowed to see it with your own eyes, you are allowed to record what you see UNLESS there is a sign that specifically forbids you from recording. An example would be a courthouse that has a sign that says no photographs or recordings allowed.
