I agree breed is irrelevant, the demeanor of a dog is based of it's upbringing. Depending on the owner have been around many Staffordshire Terrier that were gentle giants. Some dog need to be introduced as they are protective.
Good owners know their dogs disposition and take the appropriate control of their dogs. I also see many off leash in camp sites that don't even take notice when people or other dogs walk by. This owner sound a bit like a jerk, but also could have been a verbal reaction to your cousins approach.
Should heve been reported to the Host or Ranger.
