pa traveler, please don't be cross with your cousin for leaving the situation.
As women we have to learn to trust our "inner voice" - something about this man and this situation didn't sit right with your cousin, and she did the right thing by leaving, for her safety and for the safety of her friend.
Next time she'll know to stop and report him on the way out, and perhaps it's not too late now to call the Ranger and explain what happened. But in my opinion she did the right thing for herself at the time. And she was unhurt, not bothered by this creep, and didn't have to stress out with worry wondering if something was going to happen for the rest of the weekend.
