When you closed on the your house copies of any HOA, etc would have been provided to you. It also appears on the sellers disclosure. Whether it was enforced daily has nothing to do with the fact that the association has one in place when you purchased the home and they have every right to have a code enforcer go thru and issue tickets and enforce the codes.
Real sorry you had to go thru it but it is what it is.
As far as storing it, storage facilities that 'specialize' in RV's is your best bet as they usually have the gates and alarms that most regular self storage facilities don't have because people have access to their storage units around the clock.
IMHO I find the specialized climate controlled "INSIDE RV/Boat" storage places to have far less if at all cases of theft compared to outside storage at a regular self storage place.
