If this happened to me, I would:
- Instead of parking beside the house, can boat/RV/utility trailer be parked at rear of house instead? One guy 3 streets over simply moved his RV from side to rear of house (behind double swing gates) and NO more tickets.
- Investigate Seasonal Site (if this is your thing). At my seasonal site, the CG owner charges us winter storage. But if we stay another year, he subtracts winter storage fee from our next season fee. Thus, FREE winter storage. And best of all, we don't have to tow our trailer in/out his CG each year.
- If OFF SITE storage is too expensive and I only use RV a few times a year, I'd SELL IT ALL. Look at different methods of travel - like B&Bs. Do the math and if B&Bs look like your new thing, give them a try.
- Use "temp" off-site parking and sell one's home, and move to a place that allows onsite RV parking. Perhaps in the country - that allows storage sheds (for RV parking).
For me, if above items didn't work (or isn't my thing), I'd simply sell the RV and look for different pleasures in life... As you can tell, I don't fight city hall. Got too many other battles (more important battles) in life to focus on....
