i'd show up to the next city council meeting with all of the neighbors, and ask why the ordinance is selective enforced... and ask since it was selectively enforced... what prompted this officer to enforce it.
Generally, if the code has no purpose and or hasn't been used in years, the city/town should audit the books and see if it is valid and would enforcement benefit or hurt the community.
