I live in a development with a HOA association with covenants and restrictions. The developers just used boilerplate for them. Nobody paid much attention. Probably didn't even read them. And most everybody had violated one or more of the restrictions without knowing it. But they existed.
One of the neighbors ran for president and gathered enough proxy votes to be elected. Then he sent out a newsletter explaining that the restrictions would be enforced and mentioned a few of the worst ones. At the annual meeting, about 80% of the residents showed up - mad. They usually couldn't get enough people for a quorum.
He started the meeting with "now that I have your attention". We got rid of "No satellite dish", couldn't rent your house, no parking on the street, no cars in the driveway overnight, screen doors had to have prior approval, any color trim paint was OK as long as it was white, all backyard fences had to be three rail with no wire liner for pets, etc. Shrubbery had to be pre-approved.
Together, we altered them to make them livable. We had a large empty area and a smaller one that couldn't be used as building lots. The smaller one became a playground with equipment for the kids and the larger one became several soccer fields and a one mile paved walking trail. And RVs could be parked on concrete pads next to the house.
