Although you seem certain the odor is not coming from the tank, THIS is good evidence that it IS. Not all odors emanating from the tank are due to waste.
Do you use any chemicals in the tank ?
At this point, I'd be tempted to put about 10 gallons of water into BOTH holding tanks along with about a cup of bleach and a half cup of dish washing soap. Drive a few miles, making several stops and turns. After 24 hours, repeat the drive and then flush out both tanks.
This will do two things:
If you get a strong bleach/chlorine odor inside, you will know that there is a venting problem somewhere.....or a liquid splash-back problem or leak.
It should clean and disinfect the tanks and valves too.
And finally.....inspect the bathroom sink drain closely too.
Nasty stuff can grow in there too sometimes down in the trap where you can't see it.
