I'm betting any welding shop could take the rails from a $50 5er hitch bought off facebook marketplace and weld a bike rack to it.
The big problem I see, is what do you do with the bikes while traveling?
You might look at mounting a rack to the pin box. I've seen that done and it would make it a bit tougher to steal.
