Allow providers to establish their own rates but require that all customers pay the same rate regardless of being insured, mediocre or selfpay. A number of years ago I spent the night in the local hospital covered by insurance for 1100 dollars. By mistake the hospital sent me the original invoice for 11000 dollars. I went to the accounting dept to verify the erroneous billing and asked what I would be billed if actually self paying. Response was 11000. The negotiated rate fraud is used to justify the insurance companies administrative malarky
