Our Black Holding Tank is slow to drain. Can this be caused by a bad Air Admittance Valve or a clogged vent cap or both? The tank dumps fine at first, but it eventually backs up and then very slowly...

If the liquid rushes out at first and then slows, could it be that it's just empty? If your gauge is still reading full then that's a typical problem with the gauges, not your tank.
When it slows down, close the valve and try adding bukets of water in the toilet. Does it accept more water? If so, then it was probably empty after the big gush of water.
Or...is this something new to your RV or did this always happen?
