Several years ago I thought I needed a non-commercial class A because my TT has a GVWR of 10,400 lbs.
I went to the California DMV site and found that if my gross weight was less than 9000 lbs., my basic class C was sufficient.
So you need the non-commercial class A if the GVWR is greater than 10,000 and the trailer weighs more than 9000 lbs.
There are some regulations regarding length. Class C is good for 40' or less. Over 40 ft but not over 45' require a non-commercial class B license.
