Campers Threatened at Bear River CG Placerville, CA

Am I missing something here? It does appear that Placer Co, S.O. notified and responded. However, what I see as missing is the timeline of the event/ It appears that some time elapsed between when the vent occurred and when the SO was notified. Beginning to look a little suspicious the more I think about it. Obviously didn't notify LE right away or they would have had a handle on the "bad guys".
