While I understand taking the "I'll leave and call LEO's route, and yes its a preferred approach in many circumstances, in a case like this, leaving, going home , maybe hundreds of miles away, leaves LEO's with nobody to work with. If the person threatened is 400 miles away, there is little chance they will come back to identify perps on one day, again to testify in court, maybe two or three times, and even the article says that she was afraid to face them. This means LEO's know that they will not get what they need to pursue the case, and therefore it gets pushed to the back of the stack of open cases.
Like a schoolyard bully, lack of consequences for their actions only encourages them to push a little father next time. Expect to hear of a few more cases of this type and maybe a major incident, before it gets put to bed.
It's possible this was just some local kids gettin a little loud and boisterous, and they may never do anything to actually harm anyone. But, how far they will take it is yet to be seen.
