Obviously your neighbors aren't reasonable people, so it would stand to reason that they would not react reasonably to the HOA request to move their cars.
I would get some of those furniture mats from U-Haul and wrap the fenders of the cars that block access to your property and do the CindyGus suggested weaving and bobbing backup. If that doesn't get them to move, then maybe you should move out of Moronville.
Having dealt with unreasonable neighbors, I can attest that the move away method works.
