Yup - you can hear those rumble strips loud and clear when you're in a different vehicle.

This happened to us southbound on I-270 heading towards DC. It was a little different though as the road was quite crowded. Someone was in a hurry and was driving down the shoulder passing us all on the right with his left wheels on the continuous rumble strips. Good thing it wasn't me that was driving as when I heard that rumbling to the right I am sure I would have jerked the wheel to the left. It was very loud and I didn't know what was coming at us.
