After dumping the black tank we put in 2-3 gallons of water so everything will come out at the waste station. It does not reduce the tank capacity much at all and we usually have to dump due to the gray water tank filling up and not the black one.
Anything you can do to minimize fresh water use will minimize the fill rate of the gray tank. Setup protocols for your buddies so they understand the limitation and that they cannot operate the same way they would at home.
Places that have the water turned off do not necessarily close the waste station so it can usually be used nonetheless. With 3 gallons in the black tank it drains with no problems and any residual in the line is flushed out by the gray water tank fluid.
