OK found it and in some ways I'm not surprised.

Three campgrounds that have the lowest use in the state — Salt Rock in Baltic, Greens Falls in Voluntown, and Devil's Hopyard in East Haddam — will close soon after the holiday weekend, according to the state Department of Energy and Environmental Protection, which oversees state parks.
Lifeguard services will be cut at various parks including Rocky Point and "Hammo" (Psst. The state did that in the recent past and in fact I didn't even realise they had re-instated the lifeguards last year).
None of this changes any of my plans for my 3 week trip in CT but it does cancel my long w/e August stay at Devil's Hopyard. That would be a lovely little campground (only about 15 campsites) if only money was spent to up grade it.
Wow, only 15 campsites, tough to run a campground that small! even if full every day of operation, 15 sites is just too small to support a minimal ranger staff.
