I believe the 12 year recertification law is for DOT tanks and not ASME tanks permanently installed in motor homes.
I have posed the question to a propane service facility and got the above response. Further, I have a 97 motor home and have the tank filled on a regular basis and never had a question about their age or need to be recertified.
I believe DOT tanks are all those that are portable and have DOT stamped on their collar with the other data such as mfg date, capacity, etc.
