There are a few wild statements here and are scary. Propane cyclinder(DOT) and tank(ASME) fill valves are regulated by the Federal Government and a refill company cannot design their own.
If cyclindars are stripped of their paint by blasting, abrasive material cannot be used. Sand or abrasive blasting would reduce the thickness of the walls and would at best be very uneven and is not permitted.
The new valves that are required when recerting and if a cyclindar with an old style valve is being refilled, are really a great safety device. They are akin to seat belts in vehicles, they do save lives and reduce damage to property.
Tanks do not require recertification and the valves are different than cyclinders, they are used only for filling. Tanks have different safety standards than cyclinders.
In my opinion, anyone who skirts these safety measures are downright stupid and are endangering others as well as themselves. A few dollars spent keeping your cyclindars and tanks up to date are worth the cost.
Oh yeah, propane is less than $2.00 a gallon here.
