Water and propane are the two most important systems aboard an RV. Without propane RV's wouldn't exist. And I'll never understand why anyone would use an RV without having fresh water, indeed, both of these systems "full" all the time. That they don't is their business, but it is to me like traveling on a half-tank of fuel. Makes no sense given the concept of the vehicle in question. There may be a day, etc, where it genuinely matters.
As to weighing the vehicle, having both filled makes sense. If for no other reason that understandin the load on the tires, both vehicles. Tire engineers CapriRacer and Tireman9 have both provided links on weighing RV's and "seeing" the load on the tires. If one wants to maintain a 12-15% load margin, then the vehicles should be to likely owner maximums. That might be .78 of TT GVWR or it might be .92. EIther may call for some changes. But what can be measurerd as a constant (water & propane) ought to be.
A set of scale tickets is part of the baseline. Steering, handling, overall rig & safety are at stake. Setting the baseline is having numbers to understand changes introduced by load variations, to understand unwanted changes in rig performance (a basis for diagnosis is needed), over time and miles.
