I think the answer is obviously...YES. Weight is weight. Why in the world would you not count it.
IF you travel with water, that counts too. It doesn't matter what it is, IT COUNTS!
And I'm one of those guys who it right at max when fully loaded. My rating is 450lbs, and I'm at 430 with everything full and loaded but the water tanks. If both LP tanks were empty, I would need to adjust my WDH! And typically, they are 3/4 to full all the time as we use LP primarily for hot water only.
